Summary
This position is responsible for the management and oversight of activities relating to Ryder’s fuel tax and mileage returns and compliance processes. The team consist of Fuel Tax Coordinators and Accountants who support our external customer base as well as our internal partners in field operations & account management. The position ensures vehicle regulatory compliance as outlined by the International Fuel Tax Agreement (IFTA) and state highway and fuel tax regulations. The position and team are responsible for Ryder and Tax Service customer fuel tax and mileage tax returns; IFTA, mile tax and permit audits; operational permitting, ledger and account reconciliations, fuel tax rate monitoring and system updates, collection and processing of mileage trip records and fuel receipts, and offshore vendor management. The position provides leadership focusing on excellent customer service for all external and internal customers while maintaining compliance in all areas of responsibility. Responsibilities include developing strategy for the Fuel Tax Compliance organization, minimizing financial audit exposure, analysis of financial transactions for IFT and jurisdictional audits, and assisting with related companywide enterprise system projects. This position is responsible for the performance of the team and will report to the Director Tax Compliance helping improve processes for the group.
Responsibilities - Essential Functions
Team Leadership:
Lead a team of 8-13 Fuel Tax Coordinator and Accountant team members improving and ensuring protocols and processes are met as the team serves our client base and meets performance measures.
Manage the team for which the office is located in west Dade County, NW of Doral, FL with team member’s onsite and/or in a hybrid remote work environment as their tasks allow pursuant to business needs.
Review, enhance and develop protocols and efficiencies leveraging LEAN and/or continuous process methods
Follow developmental steps through knowledge gain, continuous education and establishing credibility to become a subject matter expert for international fuel tax (IFT) and fuel tax compliance within the team's area of control and influence.
Resolve and support customer requests for audit, fuel and mile tax filing, and audit issues and requests.
Coach and counsel employees on performance, set work desk standards, recommends pay actions, and is responsible for other personnel actions
Design, implement and report metrics and processes that result in continuous improvement solutions to the business.
Engage (potentially visit) Ryder field locations and customers to provide training and/or implement tax compliance improvement strategies or develop exit strategy for outplacement of customer risk.
Identify and communicate changing business processes in relation to fuel, GPS (Ryder solutions and outside), and state regulations to improve customer education and sales support on fuel tax services provided by Ryder.
Stay current and participate in IFTA regulation, membership community, and conference attendance.
Financial Oversight:
Maintains and adheres to the monthly and quarterly financial and operational controls within Ryders GAAP and approved spending limits.
Responsible for review and approval of all Ryder fuel & mileage tax returns and customer supported tax returns as required.
Review and approve journal entries, payment remittance and SOX recurring balance sheet reconciliations.
Ensure protocols are followed and develop strategies to manage and eliminate cost and process waste.
Establish and enforce a tax documentation collection process and strategies to minimize audit exposure.
Financial Reporting:
Adhere to financial integrity of business location performance and results.
Provide reporting and process coordination of fuel tax compliance activities between Headquarter teams and our Field operations and account management.
Strategy:
Recommend, develop, and implement strategies to improve service levels for fuel tax compliance and vehicle permitting.
Serve as project manager and system expert for platform implementations, enhancements and acquisitions if needed.
Assist with annual planning.

Education
